In the course of the last four years, The "Policy and Strategy Institute" of Hertzelia Center played a significant role in shining the Israeli entity's national policy, and in formulating mechanisms for decision-making, through comprehension and analysis of various data on different political, military and security levels.

This book is the fourth in a serialized documentation of the "Hertzelia Conference", held 16^th-18^th December 2003. "Baheth Center for Studies" is unique in translating the content and discussions thereof. The book consists of the following chapter:
