National Committee had been formed in the city of Jerusalem at the beginning, then it as formed in every Palestinian town separately in order to participate in the affairs of civil defense. However, Jerusalem National Committee had been soon turned into a charity organization only, under the pretext that defense affairs depended upon the Military Committee formed by the Arab League and based in Damascus. When the massacre of Deir Yassin took place, Jerusalem Committee had an effective contribution to providing shelters for the homeless and helping orphans.

The Jordanian government sent a memorandum to the League of Arab States, announcing its retreat from the recognition of PLO, as well as its boycott of all other apparatus arising from the conferences of the summit in which Shuqairi participates, like the Unified Arab Leadership and Investment Authority of Jordan River and its tributaries.
